It is practically unheard of, but the Easter Bunny is struggling. For the last ten years, Montgomery County CPS and Child Welfare has sought to brighten the Easter holiday for its charges in the foster care system by presenting them with candy and other goodies in an effort to bring some cheer to young lives that often revolve around neglect and abuse. To the children in Montgomery County CPS care, the Easter baskets mean more than simply the deliciously sweet mess of chocolate-covered mouths and candy-smeared fingers. The baskets represent a kind of normalcy these children don’t usually experience.
